Board Member Bios
Chairman - Andrew Anderson, of Clive, works for Faegre & Benson LLP as Special Counsel in the Corporate Finance group. Most recently, Andy was Assistant Attorney General for the Iowa Department of Justice in Des Moines. During his last three years with the Attorney General's Office, Andy acted as general counsel to the Iowa Lottery and the Vision Iowa board. Other work for the state of Iowa included supervision of several financial institutions, closing a state chartered bank, negotiating Indian gaming compacts, litigation over Iowa's electronic funds transfer system and team-drafting Iowa's first electronic commerce law. Andy received his B.A. from Luther College, his M.A. from Australian National University and his J.D. from the University of Iowa.
Regenia Bailey, of Iowa City, works as an independent consultant and coach with her own business, Bailey Leadership Initiative. She serves on the Iowa City City Council and works with various other community organizations, including the Iowa City / Coralville Convention and Visitors Bureau. Regenia earned a Bachelor's of Music (B.M.), an M.A. in music education and an M.B.A. from the University of Iowa.
Fred Diehl is in his 10th year as Mayor of Osceola. He worked in broadcasting for WHO Radio, and as Editor of Internal Publications in advertising and District Sales Manager for DeKalb Hybrids. He was in the insurance industry for 40 years, owning his own independent insurance agency in Osceola for 34 years. After a short retirement, he was an investigator for the Pesticide Bureau in the Iowa Department of Agriculture for six years. He has held leadership positions in various professional organizations and local boards. He graduated from Iowa State University with a Bachelor of Science in Agricultural Education and a minor in Radio-TV Journalism. Fred lives in Osceola with his wife, Ann. They have four children and twelve grandchildren.
Charles Graf, of Clinton, works as a project manager / estimator for Electric Service of Clinton and currently serves on the Clinton Planning Commission. As a member of the International Brotherhood of Electrical Workers (IBEW) Local 145, Graf is a trustee on two pension boards for IBEW / National Electrical Contractors Association (NECA). He volunteers his time with a variety of local organizations and has been an instructor for 17 years for the joint apprentice training committee of the IBEW Local 145. Charlie lives in Clinton with his wife, Jennifer. They have four children and two grandchildren.
Terry Lutz, of Fort Dodge, is the CEO of McClure Engineering Company, a civil engineering consulting firm serving public and private sectors throughout Iowa, Missouri and Arizona. He serves as the Mayor of Fort Dodge and is on the board of directors for the Liberty Bank organization headquartered in Des Moines. Terry received his engineering degree from Iowa State University. He and his wife Sherri have five children..

David Odekirk, of Waterloo, lives in Waterloo with his wife, Carol, and their three children. He is a shareholder of Dunakey & Klatt, P.C. where he works as an attorney. David volunteers his time to various community groups and is currently serving on the board for the Black Hawk County YMCA. David graduated with a B.A. and J.D. from the University of Iowa.
Dr. Carolyn Rants, of Sioux City, is Dean of Students at Western Iowa Tech Community College. Previously, she served in faculty and senior administrative positions at Morningside College. Dr. Rants was a member of the Iowa Civil Rights Commission from 1989-1997. She has held leadership positions in many educational organizations and a variety of local boards. Rants is currently on the Delta Kappa Gamma Society International Administrative Board as Northwest Regional Director. She has degrees from the University of Omaha, University of Nebraska, and her doctorate from the University of South Dakota.
Cathy Reece, a resident of Chariton, serves on the Lucas County Board of Supervisors. She also volunteers time to various other groups, including Chariton Chamber and Development and the Lucas County Health Center Foundation. She belongs to various service organizations in Lucas County. Reece and her husband, Brad, have three daughters and own/operate a farming operation.
